His decision came after weeks of deliberation and competing lobbying efforts from with child technical school firms , celebrities , billionaire , and the workers who build AI .
The law , Senate Bill 1047 , introduce by state senator Scott Weiner ( D - San Francisco)back in May , would have required companies that expend more than $ 100 million on computing resources to create a foundation AI example , or $ 10 million on computing resources to fine - line a cornerstone model , to perform safety tests , charter independent auditors to review the model yearly and take “ fairish care ” to ensure the example does n’t cause aggregate fatal accident incidents , more than $ 500 million in harm to physical or cyberinfrastructure , or play without human oversight to commit comparably serious offense .
